Two foreign-related civil and commercial tribunals and one intellectual property tribunal were set up in Hainan, China's southernmost island province,on Sept 26.

Luo Dongchuan,vice-president of the Supreme People's Court (SPC),attended the opening ceremony for one of the foreign-related civil and commercial tribunals in Haikou, capital of Hainan.

Luo pointed out that the approval of these tribunals fully exemplifies the CPC Central Committee's great attention to the comprehensive deepening of the reform and opening-up in Hainan and the SPC's tremendous support of the China Hainan Pilot Free Trade Zone (Port).

He said he expects courts at all levels in Hainan to help build the rule of law in the province with potent judicial services and safeguards, to convey clear and specific value orientation of judicial activities, to enhance predictability for investors, to promote healthy and orderly development of market competition, and to strengthen links with international commercial arbitration and mediation agencies so as to build an international settlement center for commercial disputes.

The intellectual property tribunal in Haikou is the 20th special intellectual property court approved by the SPC.

The two foreign-related civil and commercial tribunals are China's first provincial-level cross-regional special tribunals for hearing first-instance foreign, Hong Kong, Macao and Taiwan-related cases whose subject matters are valued at no more than five billion yuan ($700.98 million).

The establishment of the courts will serve as a landmark for the construction of the China Hainan Pilot Free Trade Zone (Port).
